Project Document Creation

My department is planning on carrying out or rather setting up a I.T Unit. I am looking at someone to do the write-up for a Guideline on accessing the Unit. The unit is saddled with managing and leasing I.T Equipment to staff of the organization, most especially the lease of laptops. I am looking for someone to put up a documentation guide on how this unit would carry out these function.
